Dr. Shelia Y. Smalley is an international ministry leader, leadership consultant, and seasoned educator with more than 30 years of experience equipping leaders in both spiritual and organizational settings. A retired Associate Professor of Exceptional Education at the University of Central Florida, she has trained and developed over 700 leaders and managers and more than 6,800 employees within one of the nation’s largest school districts. She earned a Ph.D. from the University of Florida. Her expertise bridges faith-based leadership, organizational development, and transformational training across diverse communities.

A third-generation pastor with more than four decades of ministry, Dr. Smalley serves as Senior Pastor of New Macedonia Worship Center in Leesburg, Florida. Her ministry reflects a rich legacy of faith, leadership, and generational impact. In 2025, she was appointed Overseer and Director of Christian Education and Leadership Development for Eagle’s Rock Communion of Christian Leaders, where she equips bishops, overseers, pastors, ministers, and emerging leaders across over 700 ministries globally through teaching, mentorship, and leadership development.
